If you click on a transaction on the Pending Submission page and don't see any details or the Edit button, this is because the card is not assigned to any user. Until the card is assigned to a user, the transactions on the card cannot be edited and submitted.
To assign the card to a user, go to the Team Cards page and add the user next to the card that has not been assigned.
You can also go to Settings > Card Programs and click on the three dots, then select Manage Cards, assign a user to the card, and click Save.
